 Who You Are

Reporting to the CEO, the CFO the Chief Financial Officer participates as an integral member of the senior management team and performs duties in accordance with the mandate and priorities of the Mikisew Cree First Nation Administration.

The Chief Financial Officer will coordinate, administer, and supervise the day-to-day financial activities of the organization. They will respond to queries and perform financially related action items for all major function areas of

the Mikisew Cree First Nation Administration including but not limited to: Band Administration, Community Services (Health, Education, and Social Development) and Technical Services (Housing, Public Works, and Property Management).

The Chief Financial Officer leads, manages and carries out the full range of controllership and financial activities including budgeting, analyses, accounts receivable and payable, preparation of financial statements, month and yearend

reports, and a variety of financial reporting. The Chief Financial Officer develops and implements financial policies, systems and procedures, and monitors compliance. The Chief Financial Officer is also responsible for the coaching and

mentoring of financial staff and training of the senior management team on preparation of budgets and understanding of financial documents and reports.

 Roles & Responsibilities

 Leads, focuses, builds, develops, and motivates the branch staff in the successful achievement of the Mikisew Cree First Nation’s financial plans, goals, and objectives.

  • Develops and implements financial training and development opportunities for the organization, supports staff, and provides one on one mentoring and coaching when requested or necessary.
  • Leads, manages and carries out the full range of controllership and financial activities, including budgeting, job costing, capital accounting, analyses, accounts receivable and payable, payroll activities, preparation of audit papers and a variety of financial reporting.
  • Oversees the management of all leases, contracts, capital expenditures, and other financial commitments.
  • Develops and implements financial policies, systems and procedures, and monitors compliance.
  • Acts as an “Internal Auditor”, reporting any irregularities or activities of a fraudulent nature, misappropriation of funds, assets that are unaccounted for, and questionable expenditures or purchases to the Chief Executive Officer and/or the Chief and Council.
  • Works closely with the Chief Executive Officer and senior management to develop and monitor budgets on a timely basis, for all departments.
  • Prepares budgets for funding requests, business plans, reports, and/or proposals as well as interfaces with government agencies, financial institutions, and suppliers of goods and services.
  • Oversees the preparation of journal entries, reconciliations, financial statements, estimates, summaries and carries out a wide variety of financial analyses.
  • Ensures the timely and accurate preparation of month and year-end adjusting, correcting, recurring, accrual and prepaid journal entries, bank reconciliations, audit working papers and financial statements.
  • Coordinates financial goals and objectives of the Mikisew Cree First Nation as well as implement goals through weekly action.
  • Provides information and advice to management on strengthening internal controls and compliance and works closely with the external auditors.
  • Review investment portfolios for security, accountability and maximum rate of return and advise the Chief Executive Officer accordingly.
  • Builds strong and effective relationships and networks both internally and externally to advance the Mikisew Cree First Nations objectives and promote its positions, policies and interests. Specifically, works with the banking community to ensure best loan and interest rate strategies and execution.

 Qualifications

  • CPA designation is required
  • A minimum of five years’ experience, with preference given to ten plus years, in finance, accounting, payroll management, budgetary planning, development and implementation.
  • Demonstrated management experience supervising, mentoring, coaching, and training finance staff and senior managers. Ability to manage, motivate, guide and mentor support staff.
  • The CFO must have a very humble heart and attitude.
  • Ability to clearly communicate complex information to a wide variety of audiences simply and understandably.
  • The CFO must be willing to be very hands-on. The CFO must be able to balance 1) empowerment, not micromanaging with 2) the very strong willingness to pitch in and do any detailed accounting task, even entry-level task if required to support the Finance team. We are looking for a hard-working, servant leader.
  • Demonstrated superior financial acumen and written and verbal communication skills.
  • Familiarity with funding agencies and reporting.
  • Ability to maintain confidentiality.
  • Advanced level of knowledge of computer accounting software (preferably AccPac and Xyntax).
  • Experience with audits, working papers, budgets, internal controls, and payroll.
  • Successful results from any required security, criminal record, or financial background checks with an ability to be bondable.
  • Demonstrated meticulous attention to detail.
  • Demonstrated effective interpersonal and negotiation skills, leadership, teamwork, diplomacy, and judgment.

  • Monitoring compliance with all applicable policies and procedures.
  • Safeguarding assets and mitigating risks.
  • Monitoring financial performance and developing metrics / projections.

Who You Are

Reporting to the COO, the HR Generalist will play an important role as part of the HR team at Mikisew Cree First Nation. The incumbent will be instrumental in facilitating HR strategic planning across the organization. This role is pivotal in enhancing the organization’s capability and capacity to support ongoing business success and growth. The Generalist will provide  support with recruitment, employee relations, training and development and benefits administration. They will provide oversight of the HR function, encompassing recruitment and retention, employee relations, compensation and benefits, performance management, training and organizational development, as well as the Health and Safety functional requirements.

The Mikisew Cree First Nation (MCFN) Government & Industry Relations (GIR) office is a leading-edge office with several key initiatives underway such as the Wood Buffalo Nation Park – United Nations Educational, Scientific and Cultural Organization (UNESCO) Action Plan , Alberta’s Lower Athabasca Regional Plan (LARP) 10 year review and Federal Recognition of Indigenous Rights and Self-Determination processes and developing shared governance and co-management options for parks and places of interest to the MCFN. Alongside these key initiatives, the MCFN GIR undertakes review and formal consultation on several Federal, Provincial and Municipal legislation and policy review processes engaging with all levels of government and with multi-departmental formal consultations.

Reporting to the Director of GIR, the government relations manager is a motivated and multi-task orientated individual who is flexible and works well in a team environment. The Government Relations Manager is responsible for the development, review, coordination and implementation of all aspects of consultation related to Government initiated projects and proposals.

Roles & Responsibilities

  • Development and implementation of annual plans for the effective delivery of all matters relating to consultation proposals from government
  • Development of Government Legislation Catalogue to support the GIR in all aspects of operations toward full understanding of Government Policy and statute influencing consultation.
  • The development of policies, procedures and processes that maximize both efficiency and the achievement of desired outcomes relating to the government consultation proposals.
  • Contributing as a member of the GIR leadership team to the development and delivery of GIR’s strategy and annual planning process.
  • Leading the government team, including technical consultants to deliver agreed outcomes (quality/timeliness/cost) for consultation proposals
  • Leading and developing the team to ensure the talent and capabilities are in place to deliver great performance.
  • Management of financial resources relating to the team’s activities including annual budgeting, monthly reporting and delivering of commitments within allocated resources.
  • Monitoring of existing projects, including environment issues, identifying relevant concerns and ensuring that performance problems are addressed in a timely and appropriate manner.
  • Effective Implementation of the regulatory review process relating to government-initiated projects and proposals.
  • Implementing Indigenous Knowledge plans to ensure all relevant information is captured and is incorporated into relevant government projects and planning processes and that MCFN members traditional ways of life are protected.
  • Represent MCFN at external meetings, forums and workshops as assigned, or required in the performance of Manager responsibilities.
  • Develop an action plan for activities and procedures in the interest of MCFN.
  • Assist in developing annual budgets and report monthly to the Director and Chief and Council.
  • Perform all duties and responsibilities in accordance with policies, standards, protocols and procedures of the MCFN as directed by the Director.
  • Perform other duties and responsibilities as necessary in the performance of the position, and as assigned by the Director.
  • Contribute effectively as a team member to the overall plans and objectives of MCFN.
  • Contribute to the GIR team to include responsibility for: o Assisting the Director by contributing to the development of the annual GIR strategic plan.
  • Working cooperatively and effectively with MCFN staff members.
  • Participating in all applicable initiatives, workshops, conferences and meetings.

Qualifications

  • Bachelor’s Degree in Environmental Science, Business Administration, Communications or related field of study.
  • At least 6-8 years’ experience working in regulatory or consultation with Indigenous communities, Industry or Government.
  • Experience working in Indigenous communities and a demonstrated in-depth knowledge of Indigenous worldviews, cultural practices and protocols.
  • Proven experience of working with and knowledge of legislation, regulations and policies that pertain directly to regional, provincial and federal regulatory processes.
  • Proven experience anticipating and identifying the need for policy and/or policy revision.
  • Exemplary oral and written communication skills in presenting clear and concise findings for decision makers.
  • Ability to write a variety of proposals, policy and procedure drafts, reports and other documentation.
  • Excellent analytical, problem-solving, persuasion and consensus-building skills with the ability to work under pressure.

Reporting to the Director of GIR. The Environmental Manager at the Mikisew Cree First Nation has the responsibility of overseeing the environmental territory.  Their role involves developing and implementing environmental strategies, policies, and programs to promote sustainable development. They also assess industry activities to identify areas for improvement and ensure compliance with environmental laws. Additionally, they manage on and off-reserve environmental initiatives, handle industry applications and related regulatory matters.

Roles & Responsibilities

  • Performs all duties and responsibilities in accordance with the policies, standards, protocols, and procedures of the GIR and as directed by the Director.
  • Leading and developing the industry consultation and IBA team to deliver agreed outcomes (quality/timeliness/cost) for agreements and consultation proposals.
  • The development of policies, procedures and processes that maximize efficiency and the achievement of desired outcomes relating to Industry consultation and IBA’s.
  • Monitoring of existing operating projects, including Industry related issues, identifying relevant concerns, and ensuring that performance issues are addressed in a timely and appropriate manner.
  • Development and implementation of annual plans for the effective delivery of all matters relating to consultation proposals from Industry and the effective implementation of IBA’s.
  • Develop and implement consultation protocols between Industry partners and the MCFN community to ensure meaningful consultation, participation, community engagement, and reporting.
  • Contributing as a member of the GIR leadership team to the development and delivery of GIR’s strategy and annual planning process.
  • Management of financial resources relating to the team’s activities including annual budgeting, monthly reporting, and delivery of commitments within allocated resources.

Environmental

  • Identify potential environmental risks that can affect the MCFN community and ensure that Industry develops monitoring programs to avoid/minimize these risks,
  • Review Industry projects to ensure environmental risks are effectively identified using systematic assessment techniques and ensure best environmental technology/practices are used in the project’s design, construction and operational phases,
  • Provide strategic input and technical advice into long-term environmental sustainability agreements, environmental committees, and negotiations,
  • Monitor, evaluate and provide technical reviews to government policies, regulations, and land management,
  • Ensure Industry develops and implements effective environmental protection, including monitoring and adaptive management plans, reclamation and closure, waste management, and emergency response programs,
  • Ensure compliance and effectiveness of company-specific environmental commitments in agreements,
  • Coordinate and manage environmental strategies and programs with other Indigenous Governments,
  • Undertake appropriate environmental studies to ensure baselines are identified, potential impacts are accurately assessed, and control and monitoring systems are implemented,
  • Work with legal counsel to establish appropriate mitigation, offsets and accommodation for environmental impacts and impacts on Treaty and Aboriginal Rights,
  • Develop and manage relationships with counterparts in Governments, Industry, and related stakeholder and Indigenous nations,
  • Ensure accurate, timely and regular formal scans of the regional, national and international environmental policies, procedures and practices that may impact the immediate, intermediate, and long-term sustainability of the community,
  • Represent MCFN in regional initiatives to manage cumulative effects, including any regional environmental and technical issues of concern,
  • Manage consultants to ensure timely and accurate technical review of project applications and policy documents are developed to support immediate, intermediate and long-term sustainability strategies and discussions with Industry and government,
  • Implement existing communications processes to ensure effective two-way communication with community constituents.

Qualifications

  • Post-secondary degree in Environmental Science, Business Administration, Political Science or related field of study; plus, minimum of 5 years progressively responsible experience in consultation with Indigenous communities.
  • Proven experience in negotiating IBA’s.
  • Exemplary oral and written communication skills in presenting clear and concise findings for decision makers and writing a variety of proposals, policy and procedure drafts, reports, and other documentation.
  • Excellent time management skills with the ability to manage multiple priorities and manage shifting priorities to produce results within deadlines.
  • Knowledge of the Athabasca Oil Sands region and Indigenous participation within regional development.
  • Cultural competency and sensitivity towards Mikisew Cree First Nations cultural traditions with the ability to use sound judgment and diplomacy in high stress/conflict situations.

Youth Coordinator, Fort Chipewyan

Who You Are

Reporting to the COO, the Youth Coordinator will be responsible for engaging MCFN youth in youth-led programming and will serve as an advisor, mentor, and guide to the MCFN in the areas of sports, recreation, and culture. It is expected that the Youth Coordinator develops strong and healthy relationships with youth. The successful candidate will be able to respond to the diverse needs of youth; are trauma informed; work efficiently and are able to prioritize competing pressures; can honor the youth’s voice and take the lead in program delivery. The Youth Coordinator is a primary support, coach and advocate for the youths’ needs and development. From a youth-centered practice the youth worker works alongside of the youth to continually co-develop programs and opportunities where youth will grow and thrive. Opportunities for youth include local and distant activities that are both large and small scale.

This position requires a flexible schedule to meet the needs of the MCFN youth.

 Roles & Responsibilities

  •  Build a rapport with community resources, organizations, and community members to develop new opportunities for the youth through workshops.
  • Serve as a positive role model and support for youth as needed and lead working and off work hours.
  • Engage and encourage youth while maintaining an appropriate relationship and boundaries with all youth.
  • Develop and maintain a positive relationship with parents and guardians through communication.
  • Post updates and program related information in the community and on the MCFN Facebook Page.
  • Develop activity calendars, permission slips and other administrative materials needed for the youth program.
  • Build the skills and capacities of the youth to be leaders in their programs, carrying out the daily program activities, engaging with youth in a meaningful way and caring for the physical space of the youth center.
  • Ensure cleanliness of the youth center and maintenance of the physical environment.
  • Coordinate, plan and book all aspects of youth outings.
  • Record youth activities and attendance to track impacts and trends.
  • Seek and attend professional development opportunities to grow knowledge of relevant topics and theories.
  • To provide support with cultural and traditional capacity development for youth.
  • To engage MCFN’s youth resilience while promoting healthy lifestyle choices, education and health and wellness.
  • To advocate for youth programming resources and local community support that will keep youth engaged and active.
  • Consult, support, and work as a team with MCFN Managers and Supervisors regarding community prevention plans, providing services, training, workshops, co facilitating training plans and activities at the community level.
  • Assist MCFN Youth Program with annual First Nation Games (i.e. Summer/Winter Games)
  • Connect with programs and services such as driver’s education, health services, mentorships, and social supports.
  • Other duties as assigned.

Qualifications

  • Post-secondary education in social work, child/youth care/human services or another related field is an asset.
  • Demonstrated experience with engaging youth.
  • Ability to engage youth in meaningful authentic discussions to explore topics that are relevant to youth development. (Suicide, sexuality, bullying etc.)
  • Ability to independently supervise large groups of youth at a time with the support of youth volunteers.
  • Commitment to taking a youth-led approach to program planning.
  • Available for varied shifts to accommodate youth availability and activity schedule including days evenings and weekends.

Mikisew is currently seeking a dedicated and compassionate Land Coordinator.  Accountable to the Housing and Property Manager, the Reserve Land Coordinator will be responsible for monitoring and managing on reserve land and activities of economic, building construction on nation land. This position is responsible for overseeing land management and transfer of title to land, third party agreements, administration, and landowner/stakeholder. These includes managing and reporting on the land activities and providing advice on rights and land acquisition requirements such as certified possession. The role is responsible for building relationships with community members, government, and land users.

 ROLES AND RESPONSIBILITIES:

  • Manage and direct construction activities of individuals, property management department, and consultants for construction services.
  • Lead development of MCFN land use code and lot numbers as well keeping records of land ownership.
  • Coordinate with environmental consultants and in house environmental monitors on Land acquisition process for new land and/or reserve, including due diligence, valuation, negotiations, and capital planning.
  • Ensure Lots are well demarcated and numbered to avoid encroachment.
  • Negotiate and develop land related agreements, including royalty, lease, permission to enter, and common boundary agreements.
  • Manage and protect natural resources on the land to avoid trespass without required permits.
  • Ensure reserve land is captured in GIS system for easy management and administration.
  • Support area teams in the planning, coordination and implementation of progressive stripping and rehabilitation plans that meet long-term objectives and are compliant with site, excavation, and mining plans.
  • Lead community plan towards land expansion and development for residential, capital project, and industrial layout.
  • All other duties as assigned.

 Qualifications

  • Management of all land use planning and related land approvals required to support any land use activity.
  • Knowledge of the Land Act, Indian Act, and other legislation governing Indigenous land transactions in Alberta.
  • 1-3 years of relevant experience in natural resource management, environmental consulting and/or relevant related practical experience is desirable.
  • Post-secondary education or experience equal to the job responsibilities and specifications.

Mikisew is currently seeking a dedicated and compassionate Director, Technical Services.  Reporting to the COO, the Director Technical Services will be responsible for the direction, planning, coordination, and supervision of the Technical Services department.  The Department leads programs and activities related to the Mikisew Cree First Nation’s housing initiatives municipal operations, preventative maintenance, corrective maintenance, major and minor capital improvements of streets and parking services, transmission of potable water, safe removal of sewage, engineering services and the proper developments of reserve infrastructure and services.  Roles & Responsibilities

  • Develop and implement annual departmental and staff work plans (financial, equipment, material, and human resources) to accomplish department and program service levels (through budgeting) and to monitor and be accountable for resource utilization according to plan.

  • Assist the CEO and the Chief and Council in establishing annual goals, budgets, and direction for the department.

  • Resolve technical problems that arise during construction.

Early Childhood Learning & Development Coordinator – Fort Chipewyan, AB

Who We Are

The Mikisew Cree First Nation (Mikisew) has lived on the ancestral lands of the Athabasca Delta and Wood Buffalo National Park in northeastern Alberta since time immemorial. The lives of our members are linked to the land and to a close understanding of traditions, history and a natural way of life. Many of our members live in the hamlet of Fort Chipewyan, and our traditional lands range over a large portion of Athabasca oil sands.

Reporting to the Wellness Manager the Early Childhood Learning and Development Coordinator will primarily be responsible for assisting with the design, development and facilitation of Indigenous-focused, culturally safe early years’ drop-in parent/caregiver participation program and outreach to support Mikisew Cree First Nation’s children aged 0-6.

This position is in Fort Chipewyan but a hybrid model of working remoting from Fort McMurray with frequent travel to community will be considered.

Roles & Responsibilities

  • Prepare and submit annual work plans/budgets and manage program according to funding terms and conditions.
  • Maintain accurate records and statistical information and monthly program reporting.
  • Always maintain confidentiality and adhere to privacy legislation.
  • Assist with the design and facilitation of distinction based, culturally safe, wholistic early years drop-in and outreach programming.
  • Assist with curriculum development to provide educational opportunities, and preschool and kindergarten
  • readiness to contribute to children’s overall health and wellness.
  • Provide activity coordination to involve Indigenous Elders/Knowledge Keepers to honour the teachings of our ancestors, incorporate traditional storytelling, culture, values, practices, Cree language, foods and child development activities into the program.
  • Incorporate and coordinate activity-based programming for the different stages of a child’s developmental growth including socio-emotional and cognitive development and inclusion for children who require additional support.
  • Establish and maintain effective working relationships with representatives of community-based early childcare educators, health and service providers, community organizations, agencies and at the municipality, provincial and federal level.
  • Assist with program evaluation and quality improvements.
  • Research, integrate and share best practices in the early years field.
  • Participate in Health Department Team meetings.
  • Attend workshops or other events, as required, and as program funds permit.
  • Complete other duties and projects as assigned.

Qualifications

  • University degree with specialization in Health Sciences, Education or Social Services or a related field, or an acceptable combination of education, training and professional experience.
  • Must have a valid First Aid and Infant CPR certification (or ability to obtain within 90 days of employment).
  • Must have a valid Food Safe certificate (or ability to obtain within 90 days of employment).
  • Valid provincial class 5 driver’s license, and clean driver’s abstract required.
  • Willingness to take training as required.
  • 1 or more years’ experience working with families and children aged 0 – 6.
  • Working knowledge of Early Childhood Development and assessment tools.
  • Direct program delivery experience in the community social service sector with a demonstrated working knowledge of family-centered care, early intervention strategies, child development and community- based programs.
  • Demonstrated knowledge and understanding of the opportunities, barriers and challenges that impact
  • children’s outcomes.
  • Understanding about child development and the impact of disability and delay on growth and development.
  • Knowledge of Jordan’s Principle.
  • Understanding and knowledge of Indigenous culture, traditions, and social determinants of health.
  • Knowledge of the Truth and Reconciliation Commission of Canada’s Call to Action #12.
  • Ability to organize time, set priorities and multi-task to meet various timelines.
  • Ability to work in a team environment with children, youth and families, and other professionals.
  • Ability to be self-motivated, work well independently and be an active team member.
  • Ability to develop and maintain positive relationships and demonstrated leadership abilities.
  • Physical ability to perform the duties.
  • Emotional maturity and a balanced, healthy lifestyle.
  • Excellent interpersonal and communication skills.
  • Proficiency with Microsoft Office, Excel, Teams and virtual meeting platforms.
  • Possess exceptional judgement and always maintain high confidentiality in all interactions.
  • Must be reliable and be prepared to work irregular hours depending on job demands.
